Richmond City Students Honor the Legacy of Dr. Martin Luther King, Jr.
Richmond City students were joined by a crowd of over 1,000 guests to honor the life and legacy of Dr. Martin Luther King Jr. during the 32nd Annual Living the Dream Mass Meeting. The program featured an array of inspirational performances by the Huguenot High Jazz Band, Thomas Jefferson High Gospel Choir, Armstrong High Combined Choir and students from Fairfield Court, Oak Grove-Bellmeade, John B. Cary, Westover Hills, J.L. Francis and Chimborazo elementary schools.

Bellevue, Fairfield Court Elementary Schools Receive 2010 Governor’s Award for Educational Excellence
Richmond’s Bellevue and Fairfield Court elementary schools have received the 2010 Governor’s Award for Educational Excellence, the state’s highest performance honor under the Virginia Index of Performance (VIP) incentive program. The two city elementary schools were among 153 Virginia public schools to earn this year’s award.

Brown Middle School science teacher selected Richmond’s 2010 Teacher of the Year
Latonya Waller, a science teacher at Lucille Brown Middle School, is having one terrific school year.
Recently, she was named a recipient of this year’s R.E.B. Award for Teaching Excellence, an honor that included a $10,000 cash award for educational travel and study abroad.

Nine Richmond Public Schools teachers have recently earned National Board Certification from the National Board for Professional Teaching Standards, a nonpartisan, independent and nonprofit organization. The certification program is sponsored by the Metropolitan Educational Training Alliance (META) and the Virginia Commonwealth University School of Education.

America’s Best – Again!
For the third straight year, U.S. News and World Report has ranked Richmond Community and Open high schools among America’s best. Both Richmond City high schools were included in a report published in the Dec. 10 issue of the magazine. Standard & Poor’s School Evaluation Services conducted the rankings.

A visit and demonstration from Richard Markham, a world-renowned automotive airbrush painter, is set for the Richmond Technical Center.
Markham will bring his “Evolution or Life” live show to RTC and demonstrate his unique skills to students enrolled in the RTC Automotive Body Technology and Graphic Imaging Technology programs.

Richmond Public Schools will hold a job fair to recruit part-time school nutrition workers Dec. 9 from 10 a.m. to 2 p.m. at the Mosby Round A Building located at 1004 Mosby Street, next to Martin Luther King Jr. Middle School.

Richmond Honors RPS Alumnus Willie Lanier
The Richmond Times-Dispatch and the Touchdown Club of Richmond will present the first Willie Lanier Award during the Dudley Award banquet scheduled December 9 at the Greater Richmond Convention Center.
A 1963 graduate of Maggie Walker High School, Lanier played football and earned his degree from Morgan State University. In 1967, he was drafted by the Kansas City Chiefs and was a member of the Chiefs' 1970 Super Bowl winning team. Lanier was later elected into the National Football League Hall of Fame in 1986. Following his outstanding football career, he served as a senior vice president at Wheat First Securities.
Currently, he heads The Lanier Group, a consulting and investing firm.
The Willie Lanier Award will be presented to the Commonwealth’s top Division I player.

Richmond Public Schools has received a $100,000 grant from the Lowe’s Opportunity Program to help fund the RTC Bistro, a new culinary arts lab at the district’s Richmond Technical Center.

Fifth-graders at John B. Cary showed off their recycling campaign shirts during the kickoff of the district’s 2010 Go Green initiative. Last year RPS recycled 233,350 lbs of paper; this year’s goal is 333,746 lbs.

Huguenot High School will hold its 14th Annual Band Day Oct. 10 beginning at 3 p.m. The competition will be held in Falcon Stadium and will feature high school marching bands from Henrico, Richmond and the Tidewater regions.

His visit was part of President Obama's first day of school campaign. Secretary Locke and Holton students watched President Obama's national address on education, "We Are What We Learn." Others who watched the President's address included School Superintendent Dr. Yvonne Brandon, Congressman Bobby Scott and Mayor Dwight Jones.

The Choice has made national and international headlines as a result of a wire story from the Associated Press. Reporter Zinie Chen Sampson joined Richmond Public Schools during the 4th district roll-out of The Choice campaign. Franklin Military Academy junior will launch Teen Trendsetters™ mentoring program
Toneisha Brown, a junior at Franklin Military Academy, has been chosen to launch the Teen Trendsetters™ Reading Mentor program at the city’s public military high school.
Brown, one of 30 students from across the southern United States selected for this school year, received an all-expenses paid trip last month to Orlando, Florida, to attend a national training summit sponsored by Volunteer USA Foundation, which manages the Teen Trendsetter™ mentoring program. Munford Teacher Named Richmond's Top Teacher
Mary Munford Elementary School is home to Richmond's Top Teacher, Erin Flanagan. A second grade science teacher at Munford, Flanagan was nominated by one of her student's parents who was impressed by Flanagan's unique ability to inspire the love of science in her students. Nearly 1,000 nominations were submitted through the contest sponsored by Richmondmom.com. As the 2009 winner, Flanagan received $800+ worth of prizes. Huguenot Athlete Receives National Award
Quinton Watson, a three-sport athlete and honor roll student at Huguenot High School, has been named the Play It Smart National Student-Athlete of the Month for the April. A junior running back and active volunteer for Westover Hills Community Center, Watson’s exceptional leadership and dedication on and off field garnered this national award from the National Football Foundation’s (NFF) Play It Smart program which has been active at Huguenot since 2002. Each month the NFF and College Hall of Fame honors one student-athlete. At the end of the school year a Student-Athlete of the Year is chosen from the monthly winners. Watson was nominated by his academic coach Louis Anderson and head football coach Ron Gundry. He was among 46 other student-athletes competing for April’s top honor.

Richmond Students Raise Awareness for Homeless Youth
Students from George Mason Elementary, Martin Luther King, Jr. Middle, Oak Grove Elementary and Bellevue Elementary schools joined forces with Zach Bonner, an 11-year old humanitarian from Tampa, FL, in support of his “My House to the White House” campaign for homeless youth. Bonner set foot last October from his Florida home on a quest to reach the White House to raise awareness about the growing epidemic among America’s youth. He was joined by First Lady Anne Holton, Richmond Mayor Dwight Jones and Richmond Superintendent Yvonne Brandon during a press conference held at the State Capital.

RPS Honors 2009 Valedictorians
Richmond Public Schools honored the best of the Class of 2009 at the district's 2nd Annual Valedictorian Lunch, held May 21 at the Science Museum of Virginia. More than 100 parents, teachers, guidance counselors and other invited guests gathered to recognize this year's top graduates. The event, hosted by 2008 RPS graduates Jamal Jones and Maria Moore, featured NBC12 anchor and RPS graduate Aaron Gilchrist as keynote speaker. Other highlights included a video tribute to the valedictorians and performances by the Thomas Jefferson High School Harp Ensemble and guitarist Harrison Hayes, a senior at Richmond Community High School. Richmond Technical Center culinary arts students catered the event while Franklin Military Academy cadets served as ushers. The RPS 2009 Valedictorian Lunch was planned and produced by the district's Public Information Office.

City Schools Will Hold Registration For Summer School Tuition 
Program June 1 and 15
Richmond Public Schools will hold registration for the district’s summer high school tuition program June 1 and June 15 from 4 to 7 p.m. at the Arthur Ashe Center. The cost for Richmond City students and residents is $250 per course. The cost for non-residents is $500 per course. Payment must be made by cash, money order or certified check. No personal checks will be accepted.
The summer high school tuition program will be held June 22 through July 23 at Armstrong and Huguenot high schools.

John Marshall Alumni Launch Football Field Revitalization Project
A number of John Marshall High School alumni gathered on a recent Saturday to launch the “JM Football Field Self Help Revitalization Project.” The effort, spearheaded by 1988 graduate Mark Lomax, is just part of an overall campaign to increase student pride and alumni support of the North Richmond school. According to Lomax, the city’s Department of Parks and Recreation donated grass seed and water hoses. Corporate sponsors included Lee’s Chicken and Home Depot.

GED Students Win Essay Contest Awards
Three adults enrolled in the school districts satellite GED class at the Friends Association for Children in Jackson Ward won honors in this years Literacy Fair of Virginia Essay Contest. Winners include: Tiesha White, 1st place, GED; April Ruffin, 2nd place, Pre-GED; and Glenda Womack, 1st place; literacy. The event is sponsored by Southside Virginia Community College. First-place winners received $150. Second-place winners received a $100 cash prize. This years essay theme was, Who has been the most influential person in your life and why? The students read their essays and picked up their awards at the 2009 Virginia Literacy Fair held May 21 in Keysville.

Huguenot bands and choirs will perform spring concert June 4
Huguenot High School will present an evening of instrumental and vocal music June 4 as the school holds its annual spring concert, beginning at 6:30 p.m. The concert, free and open to the public, will feature performances by the Huguenot concert band, choir, guitar ensemble, orchestra and jazz band. Marshall 400-Meter Relay Team Wins Central Region
The John Marshall 400m relay team is the region's best, a title the quartet earned at this year's Central Region Track and Field Meet held at Sport Backers Stadium. Team members are Tyler Jones, Sherrod King, Garth Bowen and Thomas Ingram. The foursome also placed second in the 1600 relay. Jones won a second gold medal in the 300m hurdles, and Ingram earned silver in the 200 meters.
Other Richmond City athletes who advanced to the state meet by placing in the top six include: Mary Allen (JM), 3rd place, 200 meters; Keith Crawford (HUG), 4th place, 800 meters; and Garth Bowen (JM) 4th place, 200 meters.

‘Super Crew’ rewards George Wythe students
Students at George Wythe High School recently enjoyed a performance by ‘Super Crew’, season two winners of the MTV dance competition ‘America’s Best Dance Crew’. The dance crew visited students at George Wythe as a reward for great behavior and perfect attendance throughout the school year. The performance was made possible by the Richmond Outreach Center (ROC) and the Richmond Police Department.

Richmond Technical Center students win top awards at Virginia TSA Conference 
Two Richmond Technical Center (RTC) students won top honors in events at the 2009 Virginia Technology Student Association (TSA) Conference held May 1-3 in Fairfax.
Courtney Bagby and Nicole Smith teamed to win first place in this year’s structural engineering category, an event that required the duo to construct a roof truss system to demonstrate their knowledge of residential design and construction concepts.

Pen Project Provides a Great Debate 
Students from Thomas Jefferson and George Wythe High schools met on May 14 to participate in the Pen Project, an innovative debate program that allows students to apply creative and analytical thinking to social issues affecting Richmond youth. The debate is a part of the alternative educational programs provided by the Office of the Commonwealth’s Attorney for the City of Richmond. Piloted last year at George Wythe High School, the Pen Project has allowed students to write and speak on issues such as: hate speech, censorship and stereotypes in popular culture. During the most recent debate, students presented opposing arguments on the topic of juveniles who commit certain felonies being tried as adults. Students John Gray and Joseph Gray represented Thomas Jefferson, while Malcolm Bell, Chelsea Lee, Dre’mon Miller, Rachel Smith, Montrell White and Porscha Wright represented George Wythe. Thomas Jefferson led the debate with a final score of 49-43.

Huguenot Students Join ‘The National Great American Cleanup’
The Student Council of Huguenot High School has planned an afternoon full of beautification projects for the exterior of their school on May 18 as part of ‘The National Great American Cleanup’. Aptly titled “Extreme Makeover Curb Appeal Edition”, the project is a partnership with the Richmond Department of Public Works (DPW) in conjunction with National Public Works Week.
The program will begin at 2 p.m. – 4 p.m. with teams of students, staff and parents sprucing up the landscape of the district high school. Volunteers are invited to participate in this cleanup effort.

30th Annual Strawberry Street Festival set for Saturday at Fox Elementary
William Fox Elementary School will host the 30th Annual Strawberry Street Festival May 9 from noon to 4:30 p.m. The family event will feature games, an art market, rides, flea market, entertainment, book sale and a silent auction. “The Choice” campaign kicks off in the 1st district
Richmond Mayor Dwight Jones and Former Governor Linwood Holton joined Superintendent Dr. Yvonne Brandon and members of the School Board to launch “The Choice” campaign on Saturday, April 25 at Thomas Jefferson High School. Over 100 staff and community members were present as the district officially launched its first public awareness initiative. As part of the campaign launch, student ambassadors from Open, Richmond Community and Thomas Jefferson High schools canvassed communities within the 1st district to distribute “The Choice” door hangers. A GRTC bus was also on display to showcase the district’s new bus cards as part of the campaign. The fun-filled day included performances by the Thomas Jefferson Marching Band and cheerleaders, Albert Hill’s orchestra and the J.L. Francis cheerleaders. City Council recognizes two district schools
During its regularly scheduled meeting on April 27, the Richmond City Council recognized two of the district's extraordinary elementary schools: J.E.B. Stuart and Overby-Sheppard. Stuart Elementary was recognized as part of the 2009 Governor's Award for Academic Excellence under the Virginia Index of Performance incentive program awarded to the school earlier this year, while Overby-Sheppard was recognized for the school's overwhelming success through the Bumblebee's Academy, an after-school enrichment program made possible through 21st Century Community Learning Center grant funding. The Council presented each of the schools with an award certificate. Superintendent Dr. Yvonne Brandon was also presented with an award.

Thirteen Acres Yard Sale is April 18
The annual Thirteen Acres Yard Sale will be held April 18 from 8 a.m. to 3 p.m. at 3801 Hermitage Road, located at the intersection of Laburnum Ave. and Hermitage near Holton Elementary School.
The event is one of the area’s largest yard sales and features vendors from throughout Virginia and the Carolinas. Vendors may rent spaces at $40 per space.
Proceeds from the event fund cultural activities for students who attend REAL and Thirteen Acres schools.
The rain date for the yard sale is April 25.

Richmond Public Schools Superintendent Dr. Yvonne Brandon will hold 'Coffee and Tea' meetings on April 17 at four schools throughout the district. RPS hosted its fifth Get On Board bus tour featuring participants from the Virginia Cooperative Extension, Channel 8 and School Board representative Dr. Norma Murdoch-Kitt.

Community, Huguenot and Thomas Jefferson compete in
2009 FIRST Robotics at VCU
Teams from Huguenot, Richmond Community and Thomas Jefferson high schools competed in the 2009 FIRST Robotics competition sponsored by NASA and Virginia Commonwealth University. The regional event, held at VCU's Siegel Center, attracted more than 70 high schools from across Virginia, as well as teams from Canada and Brazil. This year's event marked the 10th anniversary of the NASA/VCU FIRST Robotics regional competition. At this year's tournament, students were required to design, build and program robots to pick up nine-inch game balls and place them in trailers attached to the other robots.

JM Reaches State Final Four
Coach Frank Threatts and his John Marshall Justices enjoyed another spectacular basketball season, posting a 26-5 record en route to making this year's State AAA Final Four. After capturing both the the Colonial District regular season and tournament titles, Marshall advanced to the State Final Four with impressive wins over perennial powerhouses Highland Springs (74-68) and T.C. Williams (72-61). Travis McKie, JM's 6-7, was earned All-District and All-Region honors. He was joined on the All-District team by senior Randall Ward. Both McKie and Ward were named to the All-Academic team. Threatts was also recognized, earning Central Region Coach of the Year honors.

City schools’ on-time graduation rate shows double digit gain.
The on-time graduation rate for students attending Richmond Public Schools has jumped by 10 percent in the last year, according to a recent report released by the Virginia Department of Education.
The latest data for students in the 2004-2008 cohort indicate that nearly 65 percent of Richmond’s students graduated on time. The figure represents a 10 percent increase from the 2003-2007 cohort rate of 55 percent.

George Wythe Team-Up students host a 'Community Day'
Students at George Wythe High School are committed to giving back to the community. On March 17, over 50 students gathered to participate in a number of activities, to include serving meals to residents at The Adult Day Care Center, reading to students at the district's G.H. Reid Elementary School, and distributing pink carnations in an effort to raise awareness of breast cancer. The event was one of many activities the Team-Up students coordinate throughout January - May in support of their community.

2nd Annual ‘Principal For A Day’ draws more business and community leaders
Richmond Public Schools hosted its second annual 'Principal for A Day' program on February 5, with over 70 business leaders, community members, and local legislators participating. Co-sponsored by the Richmond Business Council of the Greater Richmond Chamber and Capital One, the program provided the opportunity for business and community leaders to become better informed on educational issues while immersed in the public school environment.
Participants were exposed to the day-to-day operations while shadowing school principals at Richmond city schools throughout the district. BOARD APPOINTS DR. BRANDON AS SUPERINTENDENT
Remove the word “interim” from her title. Dr. Yvonne Brandon is now Superintendent of Richmond Public Schools as School Board members - on a unanimous vote - selected the 30-year veteran to head the city school district. The appointment took place at a special Jan. 27 meeting of the Board.

RPS Official Elected President of State Association of Federal Education Program Administrators
Dr. Ernestine Scott, Title I Office Manager for Richmond Public Schools, has been elected president of the Virginia Association of Federal Education Program Administrators (VAFEPA). Dr. Scott was selected at the VAFEPA conference held earlier this fall in Roanoke.
Dr. Scott will serve as VAFEPA president for the next two years. Federal programs that fall under VAFEPA include Title I through Title VI. The organization’s goal is to promote and facilitate communication and collaboration among federal education administrators.
Dr. Scott also will serve as the state’s representative to the National Association of Federal Education Program Administrators (NAFEPA) and as liaison to the Virginia Department of Education.

Students To Attend Inauguration
Ten Binford Middle School students and a Thomas Jefferson High School sophomore will attend the historic inauguration of President-elect Barack Obama. The Binford students will be present thanks to Anne Holton, who donated tickets to the event. Holton and her husband, Virginia Governor Tim Kaine, have a daughter who attends Binford.
Thomas Jefferson sophomore Melody Jacobs will spend Jan. 17-21 in the nation's capital as part of the Congressional Youth Leadership Council.
Melody, a student in Teejay's International Baccalaureate program, will attend several workshops, including presentations by Colin Powell and Al Gore. Along with witnessing the inauguration, Melody will also attend the Black Tie Gala Inaugural Ball.

Board of Education Names 2008-2009 Student Advisory Committee
Kiyoko Timmons, a senior at Richmond Community High School, is one of eight high school and four middle school students across the state to be selected to serve on the Board of Education's 2008-2009 Student Advisory Committee. The 2008-2009 Student Advisory Committee held its first meeting on December 11 in Richmond and identified online learning; the role of foreign language and technology instruction in preparing young people for the global economy; and student recognition programs as the issues it will study. The students will report their findings and recommendations to the board in the spring. Congratulations Kiyoko!

Coffee and Tea Budget Sessions held by Dr. Brandon
More than 100 parents and members of the community attended one of four Coffee & Tea budget sessions held by Interim Superintendent Dr. Yvonne Brandon. The meetings were designed to solicit public input regarding the district's 2009-2010 budget.
Based on their comments, parents' priorities include small class sizes, up-to-date technology and building maintenance. Dr. Brandon also received cost-savings suggestions that ranged from consolidating services with the city to redistricting attendance zones that would reduce transportation costs.

In Praise Of Our District's Schools
The national recognition for many of our district's schools continues to come.
Recently, the U.S. Department of Education featured J.E.B. Stuart Elementary in its national publication, The Achiever, which highlighted the school's academic gains and success as a Title I Distinguished School.
Previously, Stuart was designated a Blue Ribbon School by the U.S. Department of Education, the highest honor bestowed to a school by the cabinet-level department.
Another district elementary school, Fairfield Court, was featured in the American Federation of Teachers' fall issue of American Educator, where the school's scientifically-based reading instruction was praised. Fairfield was also featured in the U.S. Department of Education's What Works video, a nationally accessed television piece highlighting instructional best practices from around the country.
These achievements continue to reflect the district's high caliber of instruction and its mission, "A New Direction: Illuminating the Path from Competence to Excellence."

Teaching beyond the SOLs
There are only three high schools in the region to earn perfect scores of 100 on any of this year's Standards of Learning tests. And all three are Richmond City schools.
According to a recent Richmond Times-Dispatch article, of the 204 grade-level SOL scores recorded by area high schools, there were six perfect 100s. Richmond Community topped the list, earning 100s in English, history and science. Open notched 100s in English and math while Franklin earned a 100 in English.

| Heart of America's national READesign Project |
Nearly 100 volunteers from Capital One joined students and staff at G.H. Reid Elementary on Oct. 24-25 to renovate the school's media center as part of Heart of America's national READesign Project.
Along with installing new carpet, a new check-out desk, and new tables and chairs, volunteers also hand painted murals and provided arts and crafts activities for students and families.
Approximately 1,000 new books were added to the Reid library. Each student also received six new books. More than 200 students and families attended Saturday's kick-off which featured former Green Bay Packer star William Henderson.

Thomas Jefferson Marching Band Strikes A Winning Note At Portsmouth Competition |
The Thomas Jefferson High School Marching Viking Band won several awards en route to being named Grand Champion at this year’s Portsmouth Marching Band Competition. The event, held earlier this month at I.C. Norcom High School, featured high school bands from Virginia and North Carolina.
Along with being named Grand Champion, the band also captured first-place awards for flags, percussion, dance, majorettes and music, marching and maneuvering. Thomas Jefferson also won a third place award in the drum major category.
Fayesha Toney is the Thomas Jefferson band director. Eric Cousins serves as assistant band director, along with Abduel Whitfield as percussion instructor and Jay Bowling as auxiliary coordinator.

Number of Fully Accredited Richmond City Schools Reaches Record High |
Every High School Makes Grade for 3rd Straight Year
For the third straight year, every Richmond City high school is fully accredited, according to the preliminary results from the latest round of the state’s Standards of Learning (SOL) tests.
In fact, the percentage of schools earning full accreditation reached a record high as 87.5 percent (42 of 48) met the SOL benchmark scores in English, mathematics, history and science. Two additional schools were granted conditional accreditation, which increases the district’s accreditation rate to 91.7 percent.
“Obviously, we’re pleased that the number of schools earning full accreditation continues to improve,” said interim School Superintendent Dr. Yvonne Brandon. “And, we’re especially proud of the four middle schools – Binford, Lucille Brown, Martin Luther King and Thompson – that improved from accreditation with warning to full accreditation this year. Clearly, our emphasis on increasing the academic rigor at the middle school level is paying dividends. Nevertheless, our goal, indeed our minimum expectation, is for every Richmond City school to be fully accredited. Still, these results are promising and truly reflect the diligent efforts of our administrators, teachers, students and parents.”
Results at all grade levels showed improvement, including several positive district-wide trends in achievement, according to Brandon. These include:
- 25 or the city’s 28 elementary schools, or 89.2 percent, earned full accreditation;
- six of the city’s nine middle schools, or 66.7 percent, scored 80 or above in English;
- seven of the city’s nine middle schools, or 77.8 percent, scored 80 or above in science;
- 100 percent of the city’s high schools scored 80 or above in English;
- seven of the city’s eight high schools, or 87.5 percent, scored 80 or above in math;
- seven of the city’s eight high schools, or 87.5 percent, scored 80 or above in history;
- Franklin Military, Open and Richmond Community scored 100 in English;
- Richmond Community scored 100 in history and science; and
- Open scored 100 percent in math.
Brandon noted that for those schools that were accredited with warning, the district would provide additional administrative training, staff development, and supplemental instructional and enrichment programs in reading and math.

21st Century Grant Will Fund Science Academy at Carver Elementary School |
A 21st Century Community Learning Center grant will be used to continue an after-school and summer science academy for students at Richmond’s G.W. Carver Elementary School. The $194,000 grant from the Virginia Department of Education will fund the school’s DISCO (Discovery, Investigate, Study, Collaborate, Observe) Science Academy for students in grades three through five.
Now in its third year, the DISCO Academy provides tutoring assistance, homework review, field trips, recreation and academic enrichment programs for students and families. Other program components include family science nights and the “Mother Goose Asks Why?” science and literacy program.
“The DISCO Science Academy at Carver Elementary School is a stellar example of targeting state funding and grants directly into the classroom,” said Richmond City School Superintendent Dr. Yvonne Brandon. “By involving parents and family members in the program, we create a stronger buy-in and a greater enthusiasm for the study of science.”
Program partners include the Science Museum of Virginia and the U-Turn Sports Performance Academy.

Richmond’s Open High named Blue Ribbon School by U.S. Dept. of Education |
Richmond’s Open High has been named a 2008 No Child Left Behind Blue Ribbon School by the U.S. Department of Education. The designation is one of the highest honors a school can receive from the federal government.
“This Blue Ribbon designation is yet another testament of the commitment to creative, high caliber instruction evident throughout Open High,” said Richmond City Interim Superintendent Dr. Yvonne W. Brandon. “Open’s dedicated leadership and staff, along with the school’s collaborative relationships with students, families and other community entities, are a true model for excellence in urban education.”
Open is one of 320 public and private schools – and one of 10 in Virginia – to be recognized this year, according to the U.S. Department of Education. The No Child Left Behind Blue Ribbon Schools program honors public and private schools based on student achievement. The program recognizes schools that either:
- have at least 40 percent of their students from disadvantaged backgrounds that dramatically improve student performance to high levels on state tests; or
- schools whose students, regardless of background, achieve in the top 10 percent of their state on state tests.
Open High, along with Richmond Community High School, was recently named among America’s best by US News & World Report. Moreover, Open High is the second Richmond Public School to receive a Blue Ribbon designation in as many years. Stuart Elementary received the honor in 2006.
The Blue Ribbon designees will be honored this October at an awards ceremony in Washington, D.C.

More Than 80 Percent of City Schools Continue to Meet Federal Standards |
More than 80 percent of Richmond City Public Schools meet the Adequate Yearly Progress (AYP) requirements of the federal government’s No Child Left Behind Act, according to a preliminary report released today. Of the city’s 48 schools, 40, or 83 percent, meet the federal scores. Schools that are new to this year’s list include John Marshall High School, Elkhardt Middle and Greene Elementary.
“Our students are doing very well, as indicated by the new federal report,” said Dr. Yvonne W. Brandon, interim superintendent. “Of course, our AYP numbers are a tribute to our outstanding teachers and instructional specialists. I am pleased by our students’ performance, even with the more rigorous standards. We expect new programs like our Core Knowledge Academies and the Johns Hopkins Algebra Study will help us continue to make progress.”
For the second straight year, Richmond’s AYP results exceed the state average, which stands at 74 percent this year. District-wide, 89 percent of the city’s elementary schools made the grade, with 87.5 percent of high schools also meeting AYP standards.
The number of Richmond City Schools that meet federal benchmarks has remained steady for the past two years.

RPS Junior ROTC Cadets Win Awards at Leadership Challenge |
Nine Junior ROTC cadets from Richmond Public Schools, including seven from Franklin Military Academy, won individual awards at the 2008 JROTC Cadet Leadership Challenge held last month at Fort Eustis.
Franklin’s Kendra Harris and Brandon Osborne earned Distinguished Cadet honors by placing in the top eight percent for overall performance.
Armstrong High School cadet Kennisha Thompson and George Wythe’s Richelle Valentine were named Honor Cadets for placing among the top 12 percent.
Franklin Military’s Christopher Boone and Alexis Fullard both earned Commander’s Coin awards for their overall performance. Other Franklin cadets honored included: Ciara Bell, 2nd place, knockout drill; Kimaro Davis, special recognition award; and Sierra May, 4th place, knockout drill.
Approximately 400 cadets from high schools across the state attended the camp. Along with leadership training, the cadets also engaged in rappelling, obstacle course, map orienteering and other physical training exercises.

Three Richmond City High Schools Join Play it Smart |
Armstrong, Huguenot and John Marshall high schools will participate this year in the National Football Foundation’s Play It Smart program. Launched in 1998, the program’s mission is to help student-athletes make a direct connection between athletic and academic achievement. The program provides funds to train an academic coach to serve as a member of the school’s athletic coaching staff.
Huguenot became a Play It Smart school in 2002. Since then, Huguenot athletes have completed more than 4,000 hours of community service and have maintained a grade point average of 2.5 or better. Of the 114 seniors who have participated in Play It Smart, 94 percent graduated on time.

Nationally, Play It Smart programs are located in 140 schools in 82 cities and 35 states. According to program officials, 96 percent of Play It Smart seniors graduate and 79 percent of seniors enroll in college. The program is sponsored by the National Football Foundation and College Hall of Fame, Inc.

George Wythe receives $5,000 grant from Lowe’s |
Richmond’s George Wythe High School has received a $5,000 Lowe’s Toolbox for Education grant to renovate and update a kitchen space to accommodate special needs students.
The updated kitchen space will serve as a classroom to teach daily living skills to approximately 30 exceptional education students, according to Ulanda Friday, special education compliance coordinator at Wythe.
“We are so excited about the project and thankful that we were chosen to receive the Lowe’s Toolbox for Education grant,” said Friday. “Our teachers and students will greatly benefit from the kitchen makeover project.”
The Lowe’s Toolbox for Education grant program is funded by the Lowe’s Charitable and Educational Foundation. This year, Lowe’s will donate $5 million to more than 1,000 schools nationwide.

2008 Richmond Public Schools graduate wins first place in national public speaking contest |
Lynwood Spell, a 2008 graduate of Richmond Community High School, placed first in the Future Business Leaders of America (FBLA) National Public Speaking II competition held June 26-30 in Atlanta.
Spell qualified for the national event by placing second at the FBLA state event held March 30-April 1 in Reston, Va. Two years ago as a sophomore, Spell finished second at the nationals held in Nashville, Tenn. |
Another Richmond Community student, sophomore Khalilah Young, also advanced to this year’s national competition in Atlanta by placing first at the state event. Young did not, however, place at the nationals.

| Dr. Yvonne Brandon appointed interim superintendent of city schools |
The Richmond City School Board, at its July 7 meeting, has appointed deputy superintendent Dr. Yvonne W. Brandon to serve as Richmond Public Schools’ interim superintendent, effective August 1.
Dr. Brandon, a 30-year veteran with the city school system, will replace current superintendent Dr. Deborah Jewell-Sherman, who previously resigned to join the faculty at Harvard University.
“I am deeply honored by the School Board’s expression of confidence in me to continue Richmond Public Schools’ progress towards excellence. The steady, some might say extraordinary,
improvement in student achievement under the leadership of Dr. Deborah Jewell-Sherman, coupled with the efficient use of each dollar entrusted to us by our taxpayers, will remain our primary
focus,” Dr. Brandon said. “Again, I am grateful to the members of the School Board for the opportunity to lead our school district. After over 30 years in the district, I am humbled by this opportunity and pledge my full and total commitment to serving the students, parents and teachers of Richmond Public Schools.”
Dr. Brandon, who started in Richmond Public Schools in 1977, has worked as a teacher, guidance counselor, assistant principal, principal, director of instruction and assistant superintendent. She has been the district’s deputy superintendent since 2006.
A graduate of Randolph-Macon College, Dr. Brandon earned her master’s degree at Virginia State University and her doctorate from Nova Southeastern University. She has been a fellow at the College of William and Mary Leadership Institute, the Darden School of Business Administration/Curry School of Education at the University of Virginia and the Broad Urban Superintendents Academy.

| School district’s Performance Learning Center reports impressive first-year figures |
The Richmond Public Schools Performance Learning Center, an alternative, self-paced educational program designed for students who do not succeed in the traditional school setting, posted some
impressive statistics after its first year of operation.
Richmond’s PLC, located in the Richmond Technical Center, is funded by a grant from the Bill & Melinda Gates Foundation. The Richmond program, coordinated by the school district and Communities in School, is the first to be launched in Virginia.
The PLC opened last fall with 68 students, according to T. Jasen Cooper, the program’s service learning coordinator. Of the 27 seniors eligible to graduate, 21 earned diplomas and five received certificates of completion. Those who earned diplomas graduated with their peers at Armstrong, George Wythe, Huguenot, John Marshall and Thomas Jefferson high schools.
Cooper also reports that during the course of the year, only two of the 68 students left the program. He adds that 35 of this year’s students plan to re-enroll in Richmond’s PLC program for the upcoming school year.
“We are quite pleased with our Performance Learning Center, especially when you consider it opened just this year,” said Dr. Yvonne Brandon, deputy superintendent. “The PLC is designed to provide students with a unique, nontraditional learning environment that creates a business-like setting. The self-paced instruction emphasizes real-world and project-based learning, problem solving and communication skills. And the data certainly suggest that the approach works. Eighty percent of the seniors enrolled in the program met the state’s high school graduation requirements. Simply put, because of our PLC, these young men and women went from being potential school dropouts to high school graduates.”

Mt. Gilead Ministries Partners with George Wythe |
Mt. Gilead Full Gospel Ministries recently honored one George Wythe High School teacher with a Teacher of the Year award. Vanesta Gaines, a 30-year veteran teacher, received the award for her exceptional leadership and “whatever it takes” attitude.
For her hard work and contributions to the students and staff of George Wythe, Mt. Gilead presented Ms. Gaines with a trip for two to the island of Bahamas. The award follows a Teacher of the Month award given by Mt. Gilead each month throughout this school year. |

The award was presented on June 8 during the Sunday morning service. The church also recognized George Wythe’s Acting Principal, Melvin Rose, and assistant principals Kim Allen, Reva Green, Fleming Samuels, and Camona Woodford. Bishop Daniel Robertson, Jr., pastor of Mt Gilead added, “It’s easy to complain about our schools, but not many people are willing to get involved and make a difference. Our goal for this partnership was to encourage the students as well as the teachers”.

| Eight Teachers Named Yale National Fellows |
Eight Richmond Public School teachers have been selected to participate in national seminars as part of the Yale National Initiative, a program designed to help strengthen teaching in public schools. The teachers, named Yale National Fellows, will become acquainted with the Teachers Institute model of high quality professional development with a focus on increasing content knowledge. The model, which encourages teacher leadership, has been in use at the Yale-New Haven Teachers Institute for thirty years, and Institutes already exist in Pittsburgh, Philadelphia and Houston, Texas.
The Richmond City district is one of 15 exploring the establishment of a new Teachers Institute. Participating teachers include: Emily Betts, Open High School; Ram Bhagat, Open High School; Clary Carleton, Open High School; Shelley Freedman-Bailey, Lucille M. Brown Middle School; Sarah Hall Kiesler, Mary Munford Elementary School; Valerie Schwarz, Mary Munford Elementary School; Jesse Senechal, Armstrong High School; and Kimberly Turner, Lucille M. Brown Middle School.
The establishment of a Richmond Teachers Institute would allow for program expansion to other schools throughout the district, and would involve a partnership with one or more local universities. | Henderson Middle School Earns National Acclaim |
Richmond’s Thomas H. Henderson Middle School is one of 11 schools in the nation to receive the 2008 National Excellence in Urban Education Award from San Diego State University’s National Center for Urban School Transformation (NCUST).
The designation includes a $1,000 cash award.
To qualify for the award, schools must have a majority student population that meets low-income criteria, use no selective admissions criteria, post achievement scores that exceed the state average and exceed all No Child Left Behind (NCLB) adequate yearly progress requirements.
Schools must also maintain high student attendance rates, low suspension rates and high percentages of students in advanced courses of study. Fifty-three schools met the award criteria. From that group, 20 were named finalists and received on-site visits from teams of researchers and educators.
“We are honored that our school has been selected for a 2008 National Excellence in Urban Education Award,” said Henderson principal Dionne Ward. “The designation validates the quality of the total instructional program we provide at Henderson Middle School. The award is truly a testament to our teachers, administrators, students and parents.”

Summer Hill Elementary Receives $10,000 Nutrition Grant |
Richmond’s Summer Hill/Ruffin Road Elementary School has received a $10,000 school nutrition grant from Hidden Valley, according to Dr. Vista Suarez, the district’s director of school nutrition services.
Summer Hill/Ruffin Road is one of 51 elementary schools nationwide selected to receive the grant through the Hidden Valley Love Your Veggies Nationwide School Lunch Campaign.
“We are thrilled that Hidden Valley selected our Banking on Fruits and Vegetables project at Summer Hill for funding,” said Dr. Suarez. “Along with opening a new fresh fruit and vegetable salad bar, we’ll also provide nutrition education programs for students and parents.” Equally enthusiastic about the project, Acting Principal Sandra Moore-Clark, adds, “This is a wonderful opportunity for students to experience a new way of staying healthy.”

| Four Richmond City high schools to take part in Johns Hopkins Algebra I Study |
Four Richmond City high schools will take part in a Johns Hopkins study on how best to teach Algebra I, beginning next school year. The four schools are: Armstrong, Huguenot, John Marshall and George Wythe.
The federally-funded study is being conducted by researchers at the Center for Social Organization of Schools at The Johns Hopkins University. The one-year study is designed for ninth graders who have not previously taken an Algebra I course.
The Johns Hopkins study will evaluate two ways to teach algebra. One strategy, called “Stretch Algebra,” has students attend a year-long course with classes lasting from 70 to 90 minutes per day. The approach provides students with a “double dose” of instruction.
The second strategy is a sequence of two courses, also taught in extended class periods. The first-semester course, “Transition to Advanced Mathematics,” was developed by researchers and curriculum writers at Johns Hopkins.
Teachers will receive training prior to the start of the school year. During the year, instructional facilitators from Johns Hopkins and math coaches will provide support.

Thomas Jefferson, Richmond Community selected to receive Advanced Placement Project grants |
Two Richmond City high schools, Thomas Jefferson and Richmond Community, have been selected to receive five-year Advanced Placement Project grants. The grants are designed to increase students’ enrollment and scores in Advanced Placement classes in mathematics, science and English.
Thomas Jefferson and Richmond Community are two of only 14 high schools selected from across the state to receive grants.
The awards were announced earlier this month by Governor Timothy M. Kaine and by officials from Virginia Advanced Study Strategies (VASS).
For the next five years, the selected schools will receive yearly grants ranging from $70,000 to $150,000 to fund teacher training, financial incentives, new equipment and materials, and ongoing support services from VASS’s math, science and English specialists.
The program is funded by the National Math and Science Initiative, Exxon-Mobil, Dominion Power, Philip Morris USA, The Harvest Foundation, the Virginia Tobacco Indemnification and Community Revitalization Commission, Halifax Educational Foundation and Old Dominion Electric Cooperative.

Richmond City students Win ‘Gold’ in 2008 Scholastic Art and Writing Awards |
Six Richmond City students captured Gold Keys in the
2008 Scholastic Art and Writing Awards competition coordinated by the Visual Arts Center of Richmond.
As Gold Key recipients, the students will now compete for national honors at the Scholastic Awards judging in New York City.
Gold Key art winners from Richmond are: Daquan Battle, drawing, Thompson Middle School; Wayne Cox, painting, Thomas Jefferson High School; Alexander Lewis, painting, Thompson Middle School; Zeph Ruggles, drawing, Lucille Brown Middle School; and Camilla Vedoveto de Sousa, art portfolio, Arts and Humanities Center.
Eleanor Sullivan, a student at Open High School, won a Gold Key in the writing competition. Sullivan is also one of five students from the region to be nominated for Scholastic’s American Voices award.
Richmond City students also captured 31 Silver Keys and 10 Honorable Mention awards in this year’s competition.

| Three RPS teachers earn National Board Certification |
Three Richmond Public Schools teachers recently earned their National Board Certification pins at a special ceremony sponsored by the Metropolitan Educational Training Alliance (META) and the Virginia Commonwealth University School of Education.
The three Richmond City teachers honored were: Clary Carleton, Open High School; Diane May Lee, Binford Middle School; and Susannah E. Meyer, Holton Elementary School.
National Board Certification is a program offered through the National Board for Professional Teaching Standards, a nonpartisan, independent, and nonprofit organization. Program participants must develop a school-site portfolio of student work samples, videotaped lessons and reflective commentaries. Applicants also must pass test questions that demonstrate their subject matter knowledge. The program takes one to two school years and requires an additional
200-400 hours of preparation.
META started the National Board Certification program in 2001. National Board Certification complements, but does not replace, state licensing. A number of states do, however, reward teachers for becoming nationally board certified.

| Richmond City Schools Receive Governor’s Award for Education |
| Several Richmond City elementary schools have received the Governor’s Award for Educational Excellence, the state’s highest performance honor. Schools recognized include: Fairfield Court, George Mason, Mary Munford and the A.V. Norrell.
The schools were among 89 in the state to receive the award, which is part of a new incentive program for schools and school districts called the Virginia Index of Performance program.
To receive the award, schools must have met all state and federal achievement benchmarks for at least two consecutive years. Also, schools must meet Governor Tim Kaine’s achievement goals for elementary reading, enrollment in Algebra I by eighth-grade, enrollment in college-level courses and attainment of advanced diplomas or career certifications. Schools, if eligible, must also participate in the Virginia Preschool Initiative.
Several other Richmond City schools received the VIP Excellence Award. Elementary schools honored include: Broad Rock, Clark Springs, Ginter Park, J.E.B. Stuart, John B. Cary, Linwood Holton, Overby-Sheppard, Southampton and William Fox.
Open and Richmond Community high schools also received VIP Excellence Awards.
Finally, eight Richmond City schools were awarded the VIP Competence to Excellence Award. They include: Amelia Street, Bellevue, Chimborazo, Elizabeth D. Redd, J.B. Fisher, Miles Jones, Summer Hill/Ruffin Road and Henderson Middle School.

Three Richmond City Teachers
Win R.E.B. Awards
|
Three Richmond City teachers have been awarded more than $32,000 in cash grants as recipients of this year’s R.E.B. Awards for Teaching Excellence. The program, a partnership between The Community Foundation and the R.E.B. Foundation, recognizes excellence in public education by awarding cash grants to outstanding public school teachers from Chesterfield, Hanover, Henrico, Richmond and the Department of Correctional Education.
Recipients from Richmond City include: L. Rochelle Turnage, Linwood Holton Elementary School, awarded $9,000 to travel to Europe to study how theatrical expression documents ancient western civilizations; Leslie Harrison Brockman, Holton Elementary School, awarded $11,300 to visit Native American tribal regions and study their cultures through art; and Adam R. Wallach, Thomas Jefferson High School, awarded $12,000 to travel to Europe and visit Holocaust sites and museums, including the Dachau and Auschwitz concentration camps.
Three other Richmond City teachers were named finalists and received $750 awards. They are: Heidi Ayers, Holton Elementary School; Stephenia Muterspaugh, Adult Career Development Center; and Valerie Schwarz, Mary Munford Elementary School.
Now in its 20th year, the R.E.B. Awards for Teaching Excellence program has awarded $2 million to more than 500 public school teachers.

More than 85 percent of city schools accredited |
More than 85 percent of Richmond City schools have met the benchmark scores for accreditation on the latest round of the state’s Standards of Learning (SOL) tests, based on preliminary data.
At the secondary level, all of the city’s high schools are fully accredited. This marks the second year that every high school reached the benchmark SOL scores.
At the elementary school level, 27 of 29 - or 93 percent – earned full accreditation.
“We remain encouraged by this year’s SOL test results,” said Superintendent Dr. Deborah Jewell-Sherman. “We are especially pleased that all of our high schools met the state’s benchmark scores. And while we know there is room for improvement, we take heart in several positive trends – even among those schools that are not fully accredited.”
Jewell-Sherman noted that Elkhardt and Chandler middle schools improved their math scores by 27 and 19 points, respectively.
Other positive trends, Jewell-Sherman added, include:
- 83% of elementary schools had reading scores above 80 percent
- 79% of elementary schools had math scores above 80 percent
- seven of the city’s eight high schools, or 87.5 percent, scored 80 or above in reading
- seven of the city’s eight high schools, or 87.5 percent, scored 80 or above in math
“While we applaud the progress of our schools, this year we are implementing initiatives that will move us from competence to excellence, “ said Sherman.
These initiatives include a concentrated instructional program in middle school math, a Twilight program at select high schools, a Performance Learning Center, funded by the Bill and Melinda Gates Foundation, and a newly implemented reading program on the secondary level that features both remediation and subject content-area strategies.
Earlier this year, nearly 84 percent of Richmond City schools met Annual Yearly Progress (AYP) requirements established by the federal government’s No Child Left Behind Act.

Richmond’s IHAD receives $20,000 grant to fund reading program at Broad Rock and Greene |
Richmond’s “I Have a Dream” Foundation has received a $20,000 grant from the Community Foundation Serving Richmond and Central Virginia to support the Accelerated Reader (AR) program at Broad Rock and Greene elementary schools.
The program’s web-based software will serve as a motivational tool for teachers to supplement their reading instruction. Accelerated Reader is an interactive program that features continuous feedback to students through activities and quizzes for more than 100,000 book titles.
“I Have a Dream” is a long-term program that provides tutors, mentors, cultural enrichment and college tuition assistance for children from low-income communities. The national IHAD Foundation was started in 1981 by New York City businessman Eugene Lang.
“I Have a Dream” was launched last January at Broad Rock Elementary School. Broad Rock’s program, the first in the Richmond metro area, serves approximately 50 students and is sponsored locally by Ken and Gail Henshaw.

| RPS Announces Partnership With JustChildren |
|
Richmond Public Schools and the JustChildren program of the Legal Aid Justice Center have extended a partnership aimed at reducing the number of violent behavior incidents in schools and the amount of time that children with disabilities miss from school without educational services.
As part of the partnership, the school district will implement an array of new programs and placements for children with disabilities whose behavior may warrant suspension, expulsion or an alternative approach to education. The district has also agreed to hire additional hearing officers to help eliminate any backlog and ensure that discipline cases are heard on a timely basis.

| Westover Hills, Woodville receive Dominion Educational Partnership Grants |
|
Richmond’s Westover Hills and Woodville elementary schools have been awarded $3,000 Dominion Educational Partnership Grants for the 2007-2008 school year.
The grants are awarded to school projects designed to improve math and science education for students in grades K–12.
At Westover Hills, the grant will fund an outdoor learning center to provide students with fun, hands-on, multi-sensory math and science activities. The center will create a habitat for birds and butterflies and also include gardens for vegetables, herbs and flowers.
At Woodville, the grant will fund SPLASH, a program that features field trips for students and parents to the James River and its parks. The trips will provide hands-on activities to supplement the students’ classroom studies in math and science.
Dominion received nearly 400 grant proposals this year. Westover Hills and Woodville were among the 105 applicants chosen to receive grants.

| Number of city schools making AYP climbs; figure now above 80 percent |
|
The number of Richmond City schools that meet the Annual Yearly Progress (AYP) requirements of the federal government’s No Child Left Behind Act continues to climb, according to preliminary results released by school officials today.
Of the city’s 49 schools, 41 met AYP standards – with another three to be determined. If the figure remains at 41, the percentage of schools meeting the No Child Left Behind AYP requirements stands at 83.67 percent.
If the three schools in question meet AYP guidelines, the percentage will rise to 89.79 percent.
In both cases, the number is higher than last year’s results when 40 schools, or 80 percent, made AYP. Richmond also exceeds the statewide average of 72 percent.
“We are pleased that our AYP numbers continue to climb,” said School Superintendent Dr. Deborah Jewell-Sherman. “We are especially encouraged by our increase since this year’s math and reading AYP benchmarks were higher. This is a testament to our teachers and to the instructional model that Richmond Public Schools has implemented. Although our numbers compare favorably to other area school districts – despite a much higher poverty level – we will only be satisfied when all of our schools achieve AYP.”

| U.Va. College Guide Program Comes to Armstrong |

Funded by an $80,000 grant from Philip Morris USA, the University of Virginia College Guide program will begin this school year at Richmond’s Armstrong High School.
The outreach effort is designed to raise the percentage of Virginia high school students who attend and complete college.
According to program officials, College Guides work with all students but focus primarily on making connections with those who are high-achieving, low-income students, or who will be first- generation college students.
At Armstrong, one Guide will work exclusively with seniors, and the second will work with all underclassmen.
College Guides participate in a five-week training program at the University of Virginia that features sessions on communication skills, college admissions, essay writing, financial aid, completing the FAFSA form, understanding the SAT format, working with school guidance counselors and issues surrounding first-generation college students and their parents.
The pilot program will be evaluated at mid-year to determine if a second year is feasible.

| VCU grants will benefit seven Richmond City schools |

Seven Richmond City schools will reap benefits through grants provided by Virginia Commonwealth University’s Council for Community Engagement.
At Chandler Middle School, the VCU Art Education and Interior Design departments will help develop and build a permanent exhibition space in the school’s cafeteria.
At Miles Jones Elementary School, VCU Life Sciences will design, promote and stage two community environmental festivals to engage citizens who live in the Reedy Creek watershed.
VCU’s Adult Learning Center, Honors College and School of Education will provide peer counseling and introduce Web-based instruction to students who attend the Richmond Public Schools Adult Career Development Center.
And finally, the VCU Schools of Education and Engineering will work with students at Armstrong, George Wythe, Swansboro and Thompson to teach robotics and create new, high-tech educational opportunities using FIRST LEGO League and FIRST Vex Challenge.
VCU’s Council for Community Engagement awarded one-year grants totaling $100,000 to nine university-community programs.

| City schools receive $25,000 Robins Foundation grant to fund partnership program |

Richmond Public Schools has been awarded a $25,000 grant from the Robins Foundation to fund a program that will train volunteer and partnership coordinators for twenty schools.
“Our long term goal is to provide successful and effective coordination and management of volunteers and community partnerships in every Richmond City school,” said Miriam Davidow, the district’s specialist for school-community partnerships.
A volunteer coordinator training session, conducted by the Virginia Mentoring Partnership, will be held in August.
Coordinators, who will receive a stipend, will be responsible for promoting, recruiting and training for all volunteer/partnership activities.
The yearlong program will be evaluated every six months.

| City schools receive $1 million grant to fund Teaching American History Academy |

Richmond Public Schools has received nearly $1 million to fund a program designed to improve the way American history is taught.
The city school system will use its three-year, $996,975 federal grant to fund its Teaching American History Academy, a professional development program that will train 35 middle-school teachers each year.
The academy is a joint venture with the University of Richmond, Virginia Union University, the American Civil War Center, the Gilder Lehrman Institute of American History and the Pepper Bird Foundation Field Study Program.
Program goals include raising student test scores on the state’s SOL history tests by 15 percent over the next three years, improving teacher content knowledge and strengthening partnerships between Richmond City teachers and university instructors.

Five Richmond City School PTAs Receive Achievement Award |
|
Five Richmond City school PTAs have been recognized by the national organization with this year’s PTA Unit Achievement Award. To qualify, a PTA must have increased its membership either by 5 percent or equal to one member per student; conducted at least one program that featured parent involvement; conducted at least one program that increased parental awareness about student achievement or school success issues; and participated in the state PTA’s convention.
Richmond schools recognized were: J.L. Francis Elementary, E.S.H. Greene Elementary, Overby-Sheppard Elementary, J.E.B. Stuart Elementary, and Henderson Middle School.
Nationwide, 461 school PTAs were recognized.

At its June 27, 2005 School Board meeting, the Division adopted a Balanced Scorecard (BSC) (PDF) process for charting and monitoring our course of action, partly in response to our Memorandum of Understanding (MOU) (PDF) with the Virginia Department of Education, but primarily because of our desire to improve academic performance for ALL students. The Balanced Scorecard is an approach to strategic management developed in the early 1990's by Drs. Robert Kaplan (Harvard Business School) and David Norton.
